On S.E.Naryshkin’s visit in Luxembourg

On the 4th of February Luxembourg was visited by the Chairman of the State Duma of the Federal Assembly of the Russian Federation S.E.Naryshkin and the Russian parliamentary delegation. The delegation included the First Deputy Chairman of the State Duma I.I.Melnikov, the leader of the «Liberal Democratic Party of Russia» in the State Duma,  a member of the State Duma Defense Committee V. V. Zhirinovsky, the Chairman of the State Duma Committee on Education A. N. Degtyarev, the Chairman of the State Duma Committee on Family, Women and Children E.B. Mizulina, the Chairman of the State Duma Committee on International Affairs, A.K. Pushkov, the Chairman of the State Duma Committee on CIS Affairs and Relations with Compatriots, a coordinator of the Deputy Group of the State Duma Committee on Relations with the Parliament of France L.E. Slutsky, The  Chief of the Government of the State Duma D.R. Pollyeva,  the First Deputy Chairman of the State Duma Committee on Foreign Affairs V. A. Nikonov, a member of the State Duma Committee on CIS Affairs and Relations with Compatriots V.N. Likhachev, a member of the State Duma Committee on Budget and Taxes M.I. Serdyuk and others.

 S.E.Naryshkin’s meeting with the Prime Minister of Luxembourg Jean-Claude Juncker set a friendly tone to the visit. The parties discussed the state of the Euro zone and Europe in general. Improving relations between Russia and the European Union and more effective use of the abilities of the Council of Europe to address Europe-wide problems were among the crucial topics discussed at the meeting. However, the politicians focused on the prospects for the expansion of bilateral cooperation between the two countries.

 Following the meeting, S. E. Naryshkin met the President of the Chamber of Deputies of Luxembourg L. Mosar. They discussed the progress of the ratification of the protocol to the agreement on the avoidance of double taxation. Russia has already completed the relevant procedures. If the Chamber of Deputies does its part in February — March, the treaty will come into force from the 1st of January, 2014. This will give additional incentives to increase investment activity of Russian and Luxembourg companies in each other.

 S. E. Naryshkin and L. Mozar supported the acceleration of the agreement in the field of air transportation. In particular, they agreed to take under parliamentary control the issue of introducing direct flights between Russia and Luxembourg. New horizons in cultural and educational exchanges were set.

 A crucial part of S. E. Naryshkin’s visit was the joint meeting of the Russian parliamentary delegation with a large group of representatives of the Main Committee of the House of Deputies, and then with the Office of the Luxembourg Parliament. It covered a wide range of international issues, including the situation in Syria, the Arab world, the Middle East and Central Asia. MPs discussed the domestic issues of both countries, overall trends in the political, economic and social fields, and the protection of human rights. During the meeting the participants with great interest discussed the contribution of parliamentary institutions in deepening mutual understanding and partnership between Russia and Luxembourg. All discussions, including ones of the most complex and controversial issues were held in a warm and friendly atmosphere. MPs spoke openly, without embarrassment and were focused on the key issues of the discussions.

 Following the visit, the parties came to the conclusion that both parties are benefiting from such direct emotional communication. These contacts should be expanded and become permanent.
